Privacy Policy

How the College manages personal information in its educational and business operations.

1. Commitment and Scope

Liberty College of Management (“the College”) respects privacy and is accountable for personal information under its control. This Privacy Policy describes how the College collects, uses, discloses, retains and safeguards personal information relating to prospective students, applicants, students, graduates, website visitors, employees, contractors and other individuals who interact with the College.

The College handles personal information in accordance with the Personal Information Protection and Electronic Documents Act (“PIPEDA”) where applicable, the Ontario Career Colleges Act, 2005 and its regulations, and other applicable legal and regulatory requirements. Specific forms, contracts or services may provide additional privacy notices.

2. What Is Personal Information?

Personal information is information about an identifiable individual. It does not generally include business contact information used solely to communicate in relation to a person’s employment, business or profession, where excluded by applicable law.

3. Information the College May Collect

Depending on the relationship and service requested, the College may collect:

  • Identity and contact information, including name, address, telephone number, email address, date of birth and government-issued identifiers where required.
  • Admissions and academic information, including prior education, assessments, enrolment documents, attendance, grades, progress, accommodations, complaints, discipline and graduation records.
  • Financial and funding information, including tuition and payment records, banking or transaction details, funding eligibility documents and information required by funders or regulators.
  • Student-support, safety and placement information, including emergency contacts, accommodation requests, practicum or internship requirements, and health or screening documents where necessary and lawful.
  • Employment and contractor information, including applications, qualifications, payroll, performance and workplace records.
  • Communications and interactions with the College, including correspondence, inquiries, surveys, event registration and consent choices.
  • Website and technical information, including IP address, browser and device information, pages viewed, referring pages, form submissions, cookies and analytics data.

4. How Information Is Collected

Information may be collected directly from you in person, by telephone, email, website form, application, contract, learning platform or other interaction. With authority or consent where required, information may also be received from representatives, prior institutions, testing providers, funding bodies, regulators, placement partners, employers, references, service providers or publicly available sources.

5. Purposes for Collection, Use and Disclosure

The College limits its handling of personal information to purposes that a reasonable person would consider appropriate, including to:

  • Respond to inquiries and provide program, admissions and funding information.
  • Assess applications, verify eligibility and administer enrolment contracts.
  • Deliver instruction, assess progress, record attendance, provide academic and student support, arrange placements and issue credentials.
  • Process tuition, payments, refunds, financial assistance and account administration.
  • Meet reporting, inspection, audit, student-record and other legal or regulatory obligations.
  • Support safety, security, accessibility, accommodation, complaint resolution and risk management.
  • Operate and improve the website, learning systems, communications, events and College services.
  • Administer employment and contractor relationships.
  • Detect, investigate and prevent error, fraud, misuse, security incidents or unlawful activity.

6. Consent and Choices

The College obtains meaningful consent where required. The form of consent may be express or implied depending on the sensitivity of the information, the reasonable expectations of the individual and applicable law. The College will identify relevant purposes at or before collection, unless the purpose is otherwise permitted or required by law.

You may withdraw consent on reasonable notice, subject to legal, regulatory or contractual restrictions. Withdrawal may affect the College’s ability to provide a service, administer enrolment or meet an obligation. The College will explain material consequences where applicable. Consent is not required where the law permits collection, use or disclosure without consent.

7. When Information May Be Shared

The College does not sell personal information. Information may be disclosed, only as appropriate for the purpose, to:

  • Ontario ministries, regulators, inspectors, funding administrators, tax authorities, law-enforcement bodies or other public authorities where authorized or required.
  • Service providers that support systems, hosting, communications, payment processing, record storage, analytics, professional advice, security or other College operations.
  • Placement, internship, testing, credentialing, insurance or employment partners where needed to administer the relevant activity.
  • A representative or other person authorized by the individual.
  • Other parties in connection with a legal requirement, emergency, investigation, business transaction or other circumstance permitted by law.

Service providers are expected to protect information and use it only for authorized purposes. Some providers may process or store information outside Ontario or Canada; in that case, information may be subject to the laws and lawful access processes of the relevant jurisdiction.

8. Website, Cookies and Analytics

The College website may use necessary cookies and similar technologies to operate forms and website features, maintain security, remember preferences, measure traffic and understand how the website is used. Analytics or embedded third-party services may receive technical information such as IP address, device information and page activity.

Browser settings may allow you to block or delete cookies, although some website functions may not work properly. Where required, the College will provide additional notice or choice for non-essential technologies. Links to external websites are governed by the privacy practices of those third parties.

9. Safeguards

The College uses administrative, technical and physical safeguards appropriate to the sensitivity, amount, format and storage of the information. Measures may include role-based access, confidentiality obligations, staff training, secure systems and storage, authentication, monitoring, backups, vendor controls and secure destruction. No method of transmission or storage is completely secure, but the College reviews safeguards as risks and practices evolve.

10. Privacy Incidents and Breaches

The College investigates suspected loss, unauthorized access, use or disclosure of personal information and takes reasonable containment and corrective steps. Where PIPEDA or another applicable law requires it, the College will notify affected individuals and report a breach to the appropriate authority. Required breach records will be maintained.

11. Accuracy, Retention and Disposal

The College takes reasonable steps to keep personal information accurate, complete and up to date for the purposes for which it is used. Individuals are encouraged to provide updates when their information changes.

Personal information is retained only as long as reasonably necessary for identified purposes and to meet legal, regulatory, contractual, audit and operational requirements. Retention periods vary by record type. When information is no longer required, it is securely destroyed, deleted or de-identified, subject to lawful holds and archival requirements.

12. Access and Correction Requests

You may request access to personal information under the College’s control and ask that inaccurate or incomplete information be corrected. Requests should be made in writing to the Privacy Officer and should provide enough detail to identify the relevant records. The College may verify identity before responding.

Access may be limited where permitted or required by law, including where disclosure would reveal another person’s personal information, confidential commercial information or information protected by legal privilege. If access or correction is refused, the College will explain the reason and available recourse, subject to legal restrictions.

13. Questions and Complaints

The Privacy Officer is responsible for overseeing compliance with this Policy and responding to questions, access requests and complaints. The College will investigate privacy complaints and communicate the outcome as appropriate.

If a concern is not resolved, an individual may contact the Office of the Privacy Commissioner of Canada where PIPEDA applies.

14. Policy Updates

The College may update this Privacy Policy to reflect changes in law, technology or operations. The current version will be posted on the website with its effective or revision date. Material changes may be communicated through additional notice where appropriate.
